Governments have been regarded efficient health service as an important policy objective.Especially in recent years,along with central and local budgets at all levels of public investment in medical and health services, increased investment efficiency has been growing concerned.For a long time, China's inefficient public health services issue has seriously hindered the development of ways to enhance the efficiency of public health services.These have become China's health reform and an important part of health policy research.In this paper, the efficiency of health services to conduct a preliminary theoretical analysis based on the actual data of the current situation with DEA model based on empirical analysis of Malmquist index to evaluate the past seven years the performance of public health care problem.The article first introduces the basic public health and health-related theories, including the content of public health,basic health care system and so on.Secondly, the paper summarizes the existing evaluation compares the efficiency of health services approach,highlighting the current widely used international data envelopment analysis (DEA) and its benefits application in health.As the field of public health services with more investment and more output,which makes the application of DEA model applicability and superiority.Article 31 provinces and cities in China (including 22 provinces except of Taiwan Province,5 autonomous regions and four municipalities) as the research object,to study the differences in the efficiency of health services.As used in this study is the 2002-2008 panel data,using a model based on DEA Malmquist index analysis.Study found that the efficiency of the overall public health services is low, mainly for the low level of technological innovation, while regional differences are significant, inadequate investment in health resources in the western region.Finally, because medical and health resources in our country is not fair, and the phenomenon of low input and low output, the paper proposed a relevant policy recommendations for improvement, and described the need for the implementation of regional health planning.
