In recent years, the development of Chinese coal industry has come into the new phase.Namely, the new track record of coal production is overtaken constantly, together with largefirm or group emerging constantly as the result of recombination, acquisitions and conformity.At the same time, more and more new mines are built, which results in the shortage of humanbeing resource. For this reason, How to strengthen enterprise management, and to establish aneffective performance appraisal system, becomes more and more important. Aiming at thenew changes which Dongpo coal company are facing and its existing regulatory framework,after reviewing the relative literature home and abroad, This paper study the performanceappraisal system of Dongpo coal company. The main work of this paper as follows:(1) Summarizing and advancing the main problems of the performance appraisal indexsystem being been applied in Dongpo coal company. Namely, appraisal indexes designed arevery incomplete, without the between-departments and between-higher-and-lower appraisalindexes, without appraisal principles and standards, without scientific appraisal methods toevaluate, without enough informational feedback. There is little association between theoutcome of appraisal and the development of employee, without enough motivation.(2) Designing the performance appraisal index system of Dongpo coal company. Thissystem includes the task performance, the circumambience performance, the administrativeperformance, the capacity performance and the manner performance. As for the taskperformance index, the KPI is considered, such as safety, production, cost and qualitystandardization. As to the circumambience performance, the administrative performance, thecapacity performance and the manner performance, the qualitative description, quantitativescores and weighted-value are suggested. (3) Designing the calculating methods of scores in the month, quarter and annualperformance appraisal. In the month and quarter performance appraisal, the task performanceis only considered, and based on the post task performance being finished, the scores beingcalculated. In the annual appraisal, five appraisal performances above are considered. Theassociation between departments, together with between higher and lower, is considered inthe scores calculated.(4) The application of the performance appraisal system designed is done in the lastsection. The results show that the system designed is scientific and feasible.
