After entering into WTO, the introduction of more flexible policies and changes of macro-environment affected by financial crisis have exerted a great influence on China's shipping agency industry. Individuation of customers and constant improvement of services heated competition in both domestic and foreign markets. Shipping business division of SINOTRANS GUANGDONG CO., LTD is facing a big challenge. The company launched SWOT analysis and set a development planning: Through the information construction, upgrade management level, business operation ability and marketing capability to enhance core-competitiveness, transform crisis into opportunity and passiveness into activeness to raise market share.Since the marine shipping system was carried out in July, 2009, it helped unify business processes to meet customers'individual needs, providing marketing practice with customer information while administrator with decision-making information. But there are some minor problems in the system that reveal in the project management when the author was making the conclusion. This paper focused on the study of these problems through project management theory and methods in order to propose relevant solutions and countermeasures.In project schedule management, this paper pointed out and analyzed the problems exist when scheduling, effort estimation and resource estimation are concerned. By applying the PERT method to calculate expected time of key work in total, this paper proposed that the estimation method that integrate Historical Data Method with the DELPHI method makes better solutions to the project. By adopting HENDAO charts, critical path and Gantt charts to control, monitor and adjust the project schedule, it proposed progress control method on marine shipping system project.As to risk management, it analyzed risk control status of marine shipping project as basis to study system-level risk on phases of the project in accordance with its life cycle, which focused on the method of project risk factor evaluation. From the level of risk possible, affect level and time evaluation to assess project risks and make risk response plans. Risk management to find defects in the plan and the threshold method for risk warning can reduce the potential likelihood and impact of the problem to ensure the progress and quality of the project.For communication management, it put forward questions and in-depth analysis on organization structure, communication channels and ways, then proposed matrix organization structure to improve communication and increase informal communication channels and means that is conducive to the project management.This paper is of reference value on follow-up implementation, operation and maintenance of marine shipping system project. Providing improved methods for management system of enterprise has certain significance. According to different project, the application should take specific conditions into account. It is hoped that exploratory efforts in writing this paper can contribute to the study of domestic IT project theory.
