With the scientific and technological progress and social development, the information industry known as the fourth industry has become the new economic growth points in the word. Information services, as an important part of the information industry, stands out from the information industry and has become the important part of the economic growth in some countries.In abroad developed countries, the rapid development of information services due to advanced information technology. On the one hand, IT can change the laggard production and management, and cause tremendous challenges for information services which laggard productions and services would be eliminated; on the other hand, it can promote innovation, bring new opportunities and demands, develop the new products, and expand the market for information services. A"double-edged sword"role of IT continues to impact on the information services. It is crucial how to use information technology to increase efficiency and improve service levels.This thesis analyzes the impacts that IT has on information services. It uses theory and empirical research methods, and focus on how to impact on information services for IT changing. This article also use comparative analysis method to compare the abroad with the home for the development of information services, identify the obstacles and provide the suggestions and strategies.This thesis includes five chapters.Chapter I introduces research related information services and IT at home and abroad, and puts forward own research content and meaning.Chapter II uses comparative method to analyze the status of development of information services at home and abroad, and points out the shortcomings of the domestic development.Chapter III discusses the impacts that IT has on information services from macro to micro.Chapter IV uses an example to demonstrate the impacts.Chapter V summarizes the opinion of the full text, points out the shortcomings of this thesis, and predicts the prospect for information services in the new information technology.
