The growth rate of Information Industry in Japan and the U.S. has greatly exceeded that of GDP since the beginning of this century. The growth of Information Industry became principal driving force for the increase of GDP for both countries. The rapid development of Information Industry plays an important role in the recovery and prosperity of economy in Japan and the continuous growth of economy in America. Moreover, information and telecommunication technology could be utilized in other traditional industries and improve their efficiency tremendously besides the contribution made by Information Industry itself. As a result, it's a main measuring aspect of the international competitiveness of one country to consider its ability in developing, mastering and application of information technology.Both Japan and the U.S. take the development of Information industry seriously. Taking the advantages of its superior manufacturing industry, Japan has gained great achievement in the development of Information Industry by promoting Informatization and making full use of the leading force of its government. While the U.S. created favorable conditions for the development of Information Industry through its perfect market mechanism, application of the financial tool of risk investment, the leading force of the government and highly developed labor market. Thus, the U.S. leads the world in the field of Information Industry in the aspects of both infrastructure and key technology mastering.However, the development of Information Industry of Japan and the U.S. are different in many aspects including the size and characteristics of Information Industry itself and the relative policies and measurements of the government. This thesis aims to find the effective measurements and ways for our country through the analysis of the reasons why Japan fell behind the U.S. and their successful experiences and defects in the development of Information Industry based on the present condition of Information Industry development in both countries.Thus, this paper contains five parts. Section I briefly introduces the definition and statistical method of Information Industry in Japan, the U.S. and our country; In section II, based on the introduction of the development of Information Industry in Japan and the U.S., the paper compares the characteristics of the development of Information Industry in both countries and concluds that Japan fell behind the U.S. in software industry and basic R&D, but keeps the same speed in information service industry and computer and electronic products producing industry. In section III, the paper studies the reasons why Japan fell behind the U.S. in specific aspects. While in section IV, it analyzes the reasons and experiences of Japan in its rapid development of Information Industry since the new century. In section V, the paper summarizes the enlightenments of the development of Information Industry of Japan and the U.S., on the basis of the analysis in the preceding sections and the development condition of Information Industry in our country.
