The Industry of network games has been controversial since its beginning. While its rapid development has brought us good economic benefits, it has made large numbers of young men addicts, which affected their lives and work. And in recent years, as further development has made in industry of network games, this industry becomes more and more controversial and governmental regulations on this industry become a major concern. However, few studies have been made on the industry of network games. Therefore attempts are made in this paper to make a study on this industry on the basis of the governmental regulations in the past ten years and by means of theory of industrial organization, in the hope that this study can give some enlightenment to the governmental regulations on the industry of network games in China.This paper includes five parts. Part I is a brief introduction to the industry of network games in which the definition and classification of network games are elaborated and a literature review of the industrial chain of network games is made, with the purpose of making a clear understanding of network games and its industry. Part II includes a description of development of the industry network games in China and a review of development of the governmental regulations on this industry in the past ten years. Part III is a theoretical and empirical study on the market structure, behavior and performance of the industry of network games by means of SCP analysis method of the theory of industrial organization. Part IV is an analysis of problems in China's governmental regulations on the industry of network games in combination with SCP analysis and from the aspect of contents of governmental regulations. Part V looks to the future of governmental regulations on the industry of network games and proposes some suggestions with an expectation that this paper can provide references for the future governmental regulations.
