The construction land is the foundation of socio-economic development. Since 1999, the state implemented the development of the West Regions. China's southwestern border ethnic areas entered in a high-speed development period. Dehong dai-jingpo autonomous prefecture as the important region of China's southwestern border ethnic areas, on the one hand, it will welcome four peaks- the population, the urbanization, as well as the infrastructure and the energy construction peaks, which all need a lot of land in the next 15-20 years. On the other hand, it makes inefficient use of land in Dehong city, because of extension economic growth way. So the contradictions have become more acutely between building occupied and farming land protecting. It is proposed to construction land rigid demand. To provide a theoretical basis and technical support to the southwest border ethnic areas as well as the implementation of intensive land use strategies, the research on intensive land utilization in Dehong is absolutely necessarily.In this study, this article based the intensives utilize built-up land problem both home and abroad. Use several kinds of methods, such as data collection and statistical analysis, material and quantitative analysis. Regarding Dehong city as a study example, this article not only constructs the study systems of evaluation of the intensive use of construction land but also analysis and judgment the basic situation of construction land use and evaluates the status and dynamics of construction land with PCA (principal component analysis) in Dehong. Study on intensive potential of construction land inventory. After arrangements the new additional construction land, this dissertation brings forward some measures of strengthening land intensified utilization of Dehong city. The results indicate that:(1)The proportion of construction land is only 2.4% in the total land area of Dehong, it is lower compared with the more developed city in the province. Luxi City as a capital of Dehong, it's obvious lower, the proportion of construction land is only 2.62%.(2)According to the degree of construction land intensive use in Dehong, it divided into three grades, intensive, moderate and low intensity. At present, most cities of Dehong belong moderate intensive, their degree of intensive between 1.0 and 1.2, and a few city belongs low intensity, such as Longchuan city, it's only 0.7637. From the dynamic changes, that the value of construction land intensive use gradually increased, from 0.7952 in 1996 to 1.0851 in 2005. That shows, nearly 10 years, the social consciousness of intensive utilization gradually enhanced and the use of land become more and more intensive in Dehong city.(3) Rural residential land is the worst intensive land, the reasons include the concept of intensive land use is very weak; the way land utilization is extensive; the points of the rural residential land are scattering, large, and lack of unified planning and management; the land market is not perfect and the farmers double covers land.(4) The countryside residential area land is not only the worst intensive, but it's the most potential part of Dehong city.(5) The"integrated proposal"is a major highlight of this study, because it abides by basic principles of intensive use of land when arrangements for the scale of new additional construction land.(6) It's necessary to establish construction land safeguards system of this area, including the propaganda of consciousness and ideas, the management administration, the economic levers, the legal construction, the technical support, the social method and so on.
