With the globalization of economics and knowledge, market competition isushered into the forward position of the development of productive forces, such asinnovation of knowledge and technology. High and new technology enterprises cometo realize that their competitive edge no longer lies in occupation and development ofresources but in those of knowledge, science, technology, high-tech incorporealproperty and intelligence resources, namely enterprises’ ability of technologyinnovation. Otherwise, it is impossible to establish a core competitive advantage inthe fierce competition worldwide.Based on the developmental facts of High-Tech industry in China, combinedwith related researches native and abroad, and using the logarithmic types ofCobb-Douglas production function model, by choosing between1998-2009high-techindustry in China’s5sub-industry (medical and pharmaceutical productsmanufacturing, rcraft and spacecraft manufacturing, ectronic and telecommunicationequipments manufacturing, computer and office equipments manufacturing, medicaltreatment instrument and meter manufacturing), set up a panel-data regression model,use EViews statistical software to analyze the factors of technological capacity, anddo empirial analysis on the factors affecting innovation performance.The results show that there are great differences between China’s5sub-industryof high-tech industry, R&D personnel and capital are major factors that affect thecapacity of technological innovation, the effect of capital is bigger. Focus on theproblems in the innovative activities of high-tech industry, we put forwardcorresponding policy recommendations in order to promote High-tech Industries toenhance the innovation performance.
