Study Of Knowledge In The Process Of Rural Information Service Model

The rapid development of information technology brought the entire world into a new era of information technology. "National Development Strategy (2006-2020)," issued In May 2006 marked the beginning of China's information construction going into the round, multi-level development of a new stage. Informationization of the enterprise, educational informationization, government informationization and so on has been launched intense. However, the informationization construction of agricultural which is the basis of national economy is a great and difficult task in the process of Chinese informationization.In order to promote the process of rural informationization, the information service quality needs to be improved in rural areas, the information service level needs to be enhanced. So that's why we need to explore new information service models. And this new information service which is adapted to the development requirement of the new era is knowledge service. And what kind of knowledge service model is suitable for the construction of rural informationization? The author discussed this in detail.In this paper, a theoretical study:summary of knowledge service mechanism in rural areas of Korea, U.S., Japan and the EU; analyze the development of knowledge service status quo in China's rural areas, and research on the characteristics of knowledge service and what kind of knowledge service model has to be chose in rural areas in Henan through field research, first exploration about the dominant model of knowledge service in China's rural areas.In this paper, part of the practice:basing on the web model of knowledge service in Henan rural areas, the author design and carry out a knowledge service platform. The system is developed by PHP+ MySQL+ Apache, and it belongs to B/S mode which including three levels of browser, WEB server and database server. It is designed for three types of users: members of rural information, agricultural experts and administrators. The system focuses on members of rural information training, agricultural knowledge inquiry, ask-an-expert and other functions.Characteristics of the entire research are as follow:analyze and define the concepts of rural informationization and knowledge service; in-depth analysis of knowledge service mechanism in rural areas of Korea, U.S., Japan and the EU; propose a new model of knowledge service in rural areas in Henan Province and the dominant mode of knowledge service in China's rural areas; design and carry out a knowledge service platform, which achieves the explicit knowledge's and tacit knowledge's transfer.Through the researching on the model of knowledge service in China's rural areas, making universities and other knowledge organizations playing important roles, making the quality and effectiveness of information greatly improved; Making the rural Internet users and mobile users participating broadly, so that farmers can really feel the existence and value of information; Opening up a new road which is rapidly and efficiently for the information construction in China's rural areas in new era.
