An enterprise establishes its priority among others through competition and the strategies it adopts must be in concordance with the changing environment. After analyzing the evolution history of international trades and mergers in the industry chain, Chapter two of this paper points out that the international trades and mergers move upward step by step in the long run of an industry chain. Chapter three firstly provides a review of the theories concerning the above mentioned study areas and then, taking the overall industry into consideration, it presents an insight into the overseas operation of Chinese international trade enterprises.Traditionally, the overseas operation of a Chinese enterprise enters only into the productive stage of the industry chain and seeks to obtain profits from the inner market. Broadly, however, it enters into all the stages of the industry chain-capital investment, technology investment, resource provision, production and marketing-and seeks to win in the international markets.In chapter four, this paper explores the comparative advantages of Chinese international trade industry and the disadvantages it should avoid in the international merging process. It then provides an overall picture of distributing resources of the subprime Chinese international trade enterprises that developed during the past 30 years of overseas operation and at last it discusses the ideas with which the enterprises of marginal industry rearrange their out-side management and establish their priorities through industry chain planning.In chapter five and six, the paper discusses how the subprime international trade manufacturers distribute their abroad merging and establish the collective priorities in the vertical industry chain to realize the whole seal import by the productive groups. It further argues that the subprime international agencies should reform their mechanism and exploit their traditional advantages to optimize to the largest extent the inter-chain effect. In the end, the paper has designed a model for the subprime international trade enterprises to combine their advantages and discussed the profits of implementing this model from the economic aspect.
