The Plight Of The Chinese Product Quality Safety Supervision System And A Way Out

The monitoring of product quality and safety has changed dramatically in China since its origin. Especially during the days of economic globalization, the monitoring of product quality and safety is of unique importance in terms of its significance for economic and social development and the attention that it receives from the government and the public. The monitoring of product quality and safety has become an important cornerstone for economic and social development. With the improvement of living standard, people's consumption orientation gradually changed from quantity to quality, and they pay more attention to the quality and safety of products. Recently, as a series of terrible quality and safety incidents such as" Sudan Industrial Additives "and" Sanlu Milk Powder" have generated serious negative effects on people's health, property and life as well as on the image and competitiveness of Chinese products in international trade, problems in product quality and safety have become an obstacle for the nation's economic development. Those events also reflect the dilemma of China's Product quality and safety monitoring system. Therefore, in order to avoid similar incidents and guard people's health and property, it is particularly urgent and important to improve product quality and safety monitoring system and thus the overall quality level of China's products. In such background, drawing on the theories of government regulation and quality management, this thesis analyzes China's present situation and problems in its product quality and safety monitoring system based on an empirical study of Yueqing of Zhejiang Province. Furthermore, I point out a way to improve product quality and safety monitoring system and make some policy recommendations.The main points of the thesis are as follows:The first chapter states the background, purpose and significance of this investigation and summarizes the investigation situation of domestic and abroad theories about product quality and safety monitoring.The second chapter explores the product quality and safety monitoring system, drawing on theories including Information asymmetry, government regulation and quality management.The third chapter reveals the obstacle for China's product quality and safety monitoring system by analyzing the general conditions of product's quality as well as the present situation of product quality and safety monitoring system. The forth chapter examines the problems with China's product quality and safety monitoring system through an empirical study of Yueqing government's specific efforts in improving its product quality and safety monitoring system.The fifth chapter offers some ways to improve China's product quality and safety monitoring system and proposes policy recommendations including constructing a unified and efficient regulatory authorities, improving laws and regulations system, promoting a random inspection system, strengthening the system of market quality credit, and enhancing technical support capabilities.The sixth chapter Summary of the full text of the conclusions and future prospect.The research not only offers theoretical guidance and practical information for the work of product quality and safety monitoring in China, but also provides some experiences for China's bureaus of product quality and safety monitoring especially primary office.
