Research On The Planning Of The Towns In Luonan Based On The Ecological Safety Patterns

Located in Qinling hinterland, Luonan County has distinct and representative characteristics both in geographic location and ecological environment. With the worsening of the ecological environment and more and more frequent occurrence of natural disasters, to bring the idea of ecological safety into the planning and construction of Luonan is advantageous to the realization of the sustainable development strategy, the perfection of the Luonan planning system and the effective implementation of the comprehensive decision-making considering the relationship between environment and development.This paper studies the ecosystem conditions of towns in Luonan to reduce or slow down the occurrence of natural disasters, to smoothly implement the disaster precaution plans while disasters happening, to enhance the self-recovery capability of the ecosystem, to promote the sustainable development of towns and to improve the living conditions of human beings. The research, based on the whole planning of six towns in Luonan, by referring to the results in ecology and urban planning and using the measures of ecological safety assessment, GIS, RS, etc., is developed from the angle of urban planning and design in the following aspects:First, the paper reviews and summarizes the studies and theories on ecological system at home and abroad. Guided by questions, an urban ecological safety assessment structure is put forward by combining the two leading factors--"the ecological safety patterns assessment" and "geographical disasters assessment" and the comprehensive ecological safety assessment based on the "P-S-R" model. Secondly, the study of ecological safety assessment focuses on the mountainous characteristics of towns in Luonan. The study includes the method research on comprehensive ecological safety assessment, space safety patterns assessment, landscaping safety patterns assessment and geographical disaster assessment of towns in Luonan. Among these researches, the Sanyao town, which is of the most obvious and representative ecological environment characteristics, is chosen as an example to implement a case study of ecological safety assessment. Furthermore, a contrastive study will be done between the assessment results of ecological safety assessment and the current planning system of Sanyao town. A conclusion is drawn from the contrasts and analysis that the current planning system of Sanyao town meets the needs of the ecological safety of the town and accord with the demands of sustainable development, otherwise, the planning of landscaping patterns and the disaster prevention need to be improved.Finally, the studies on the current planning system of Sanyao town will be summarized, and suggestions for the establishment of ecological safety are made bases on the studies.
