In China, ten ethnic minorities including Hui, Uighur, Kazakh, Tajik, Tatar, Kirghiz, Uzbek, Dongxiang, Salar, and Bonan believe in Islam and 20,300,000 people keep the Islamic dietary habit. This habit, as an important part of the minorities' religious belief and customs, plays an important role in ethnic relations. The respect to the minorities' customs and administration of halal food production and operation manifests the implementation of ethnic policies. Halal food administration is related to the people's physical and mental health, social harmony and stability, and is an important part of social management. In the new era when the economy and all social enterprises are developing at high speed, many problems have been found in halal food administration. The problems have made Muslims' life inconvenient and affected the ethnic relations and construction of the harmonious society. It has become an important issue requiring profound research, discussion and continual solution that how the authorities further strengthen the scientific, normative and legal administration of halal food so as to meet the Muslims' diet needs.The topic of this paper is selected to analyze the current situation and system of halal food administration. With the fundamental idea of administrating halal food legally, this paper studies the functions of administrative branches, the way populace participate in halal food administration and social groups' functions. Besides, it explores the efficient mechanism of halal food administration. This paper includes five parts. In the introduction it mainly elaborates on the reason and significance of selecting this topic. And it discusses the current situation and fundamental thoughts and methods of the research. The second part mainly analyzes the current system of halal food administration from four aspects including the relevant policies and laws, administrative branches, responsibilities and means. The third and fourth parts play a key role in this paper. The third part, through empirical study, explores four problems in halal food administration, including the unclear definition of "halal food", imperfection of administrative laws, inefficiency of administrative branches' cooperation and ineffectiveness of law enforcement. The fourth part puts forward five countermeasures ranging from strengthening legislation of halal food administration, clearly dividing administrative functions, strengthening administration enforcement, standardizing halal food production and operation as well as strengthening supervision. The fifth part draws the conclusion: nationwide legislation of halal food administration must be made, the law enforcement must be strengthened, halal food production and operation must be further standardized, and supervision must be strengthened so as to form the joint administrative pattern in the entire society, involving administrative management, supervision of the public, self-discipline of the industry as well as the populace participation.
