| Circular economy is a kind of resource utilization and by recycling as the core, the principle is "reduce, reuse, recycle", and the characteristics are low consumption, high efficiency and low emission which suit for the concept of sustainable development, what ias more, it is a fundamental change for the traditional growth pattern with "mass production, consumption, waste". Since the 1980s, the developed country puts forward circular economy development ideas, and formed a new economic tide. The 17th party congress report put forward the construction of ecological civilization, saving energy and resources, and protecting the ecological environment of the industrial structure, growth mode and consumption patterns, have a large-scale circular economy. In the nationwide implementation of the communist party spirit, adhere to the scientific development view, construct the socialist harmonious society, the development of circular economy has been pay more an unprecedented attention.Hebi city is a typical resource-based city, for a long time due to the unreasonable structure of industrial development, resources comprehensive utilization rate is not high, and waste has not been fully used which brought heavy pressure to ecological environment. Since 2002, hebi city actively explore and develop circular economy, and take a new industrialization road and build a conservation-minded society, under this way, hebi city has been made certain achievements on economic growth, comprehensive utilization of resources, and environmental protection etc. October 2005 was identified as the country that the first batch of seven circular economy of pilot city. Based on the development of hebi city circular economy's field survey and research, the author summarizes the practice and achievements of circular economy in hebi city, and also analyzed the reason of existing problems during the work, puts forward relevant policies and practice's opinions and suggestions, hoping this will give some help on circular economic development and social progress. |
