Research On The Governmental Function In Circular Economy Development Of Qingshan District In Wuhan

Today, with economic and environmental globalization, the conflicts betweeneconomic development and resource shortage or environmental pollution are more andmore serious, faced by China. Circular economy, as a practical mode for inte rnationalsociety to promote sustainable development, provides a new opportunity to solve theabove conflicts. Since2003, circular economy has frequently appeared in the speechesof national leaders. Developing circular economy has officially entered the centralgovernment decision-making agenda. Qingshan District in Wuhan has been approved inthe second batch of national circular economy pilot units in2007. From then on, how togive full play to governmental function in order to promote the circular economydevelopment has become an important issue in Qingshan Government. Based on theconstructed framework of circular economy system, pay more attention on the analysis ofintervention practice of Qingshan Government in the process of circular economydevelopment. That can create some theoretical and realistic value to improve resourceutilization efficiency, reduce environmental pollution and transform economicdevelopment mode as soon as possible in Qingshan. After understanding the meaning ofcircular economy and the necessity of governmental intervention, it constructs theframework of circular economy system from the perspective of ecological economics andbriefly describes the systemic operation rule, operation carrier and operation guarantee.That is also regarded as the base to analyze the necessity to develop circular economysystem and energy flow status of the circular economy system of Qingshan. Then itcontinues to analyze the governmental intervention practice in the circular economydevelopment in Qingshan in detail from four aspects, the subjects, the objects, theprocedures and the methods of governmental function. To further improve governmentalfunction to promote the circular economy development in Qingshan, it eventually proposes the optimization idea including four points, constructing governmentalintervention system and engaging in the internal and external communication or operation,strengthening the construction of governmental intervention subjects, developing modernservice industry and promoting community construction heavily as well as balancing thekey points and expanding the methods of governmental intervention.
