| At present, although China's construction industry has developed to a larger scale and higher level, but the shortcoming of relations in projects between the parties was obviously exposed. Then this paper points out that, the enterprises in Chinese construction is deficient in communication,trust and cooperation among them. Therefore, the implementation of partnering model can not only enhances the comprehensive competitiveness of construction industry enterprises in China, but also can promote the construction industry to carry out sustainable development. As main programmatic document for the implementation of partnering model, Partnering agreement plays a crucial role in the smooth implementation of projects. So it has a great practical significance and theoretical value to study the framework of partnering agreement.This study aims to establish the framework of partnering agreement, identifies the common goal, division of tasks and code of conduct for the parties involved in the project. This paper comprehensively integrated uses management, contract management, organizational behavior, systems engineering and other related theory, and applies literature research, normative analysis, and comparative research approach to establish partnering agreement of project management mode.On the basis of the analysis of conducting research at home and abroad of relative study from the transaction cost, organization management, value chain, such as three levels of partnering model, a theoretical basis for analysis is conducted. Then, the partnering model of critical success factors, including the support of senior managers, mutual trust, long-term commitment, effective communication, the sharing of resources and effective cooperation in such areas are introduced; Moreover, the obstacles of the implementation of partnering model, such as organization barriers, knowledge and technical barriers, obstacles to the project structure, process barriers are illustrated. On this basis, from the life cycle of partnering, organizational structure, work processes, mechanisms to achieve objectives such as the perspective to process analysis partnering model. Further, this paper expounds the characteristics of the agreement, content, and the distinction between partnering and engineering contract. Finally, from three aspects, partnering goals, partnering organizations and partnering management, it establishes the framework system of partnering agreement. The dissertation also provides some theoretical support and decision-making reference for implementing the establishment of the framework of partnering agreement in project management. |
