China is currently the most populated country in the world, and have comparative advantage in numbers of labor in the international labor market. With the domestic employment situation becomes increasingly serious, the foreign labor services export is even more important to our national economy development. WTO members have reached a preliminary agreement on standardization of the movement of natural persons-one of the four ways through which services can be supplied internationally under the framework of "General Agreement on Trade in Services", and made specific commitments on market access and national treatment. These, in this case, constitute the rules of movement of natural persons on current international labor market. However, these guidelines are not perfect. Because of this, many factors which are holding back movement of natural persons have generated in this protean international labour market, this, as known as "barriers to movement of natural persons", which has deepened unfair competition in international market and engendered some negative influences in our foreign labor services export.In this paper, movement of natural persons modes was chosen as research object. Based on the the classical theory of factor endowment, we analysis out cause of movement of natural persons in today's international trade market, and welfare effects that it brings. Additionally, we use large amounts of data and charts to conduct a detailed analysis on movement of natural persons, with that, we can identify institutional issues in the structure of movement of natural persons in China. And then, followed by an empirical analysis and measurement of factors of bilateral movement of natural persons and mobile barriers, to obtain a factor that China faces serious barriers to movement of natural persons. That is, while developing countries are significantly reducing barriers, developed countries, however, are lacking in barriers reduction in both the extent and speed, which lagged far behind the needs of development in international trade in services. The fact is, while developed countries only open up in a small range of domestic market, they still retains a relatively high barriers to movement of natural persons in order to protect the interests of their own. This phenomenon has brought about international trade in services markets to unfair competition. As the largest developing country, we have been subjected to unfair treatment together with other developing countries. Moreover, we conduct a detailed qualitative analysis of barriers to movement of natural persons in China, by combining analysis of the situation of movement of natural persons in China and Empirical Analysis of Barriers to measure flow. That is, we stood on China's perspective and make a detailed analysis of the type of barriers to movement of natural persons under the current trading system. The last but not least, for the purpose of promoting the development of China's foreign labor we can then provide countermeasures and proposals to response to movement of natural persons barriers, under the framework of "the General Agreement on Trade in Services".
