Movement of Natural Persons(MNP) is one of the four modes of conducting international trade in services, that is supplying a service by a service supplier of one member, trough presence of natural persons of a member in the territory of any other member. Promoting the free movement of natural persons will make a very active effect in the growth of the whole world's economy. However, MNP can't be carried out unhinderedly because of many kinds of barriers.MNP has been incorporated into GATS. But because of the historical reasons and the conflict of interests, WTO members' commitments for mode 4 are very restricted compare to their commitments for the other 3 modes. The negotiations on MNP failed to produce any substantive progress because developed countries and developing countries paid attention to different problems and their interests conflict.This paper introduces the definition, characteristics, cause, classifications of the barriers to MNP, and it discusses visa barrier specially. This paper analyzes the regulation on barriers to MNP of two sides of Taiwan Strait and makes some connected conclusion, part of which makes an innovative sense. By means of analyzing the similarities and dissimilarities of the regulations on barriers to MNP of two sides of Taiwan Strait, the mainland can take some regulations of Taiwan for reference. Meanwhile, the paper introspects on the basis of comparing the regulations of two sides of Taiwan Strait, and analyzes the problems including the existence of barriers to MNP.
