The new rural construction relates to the development of China's social stability, people's living standards improve and the country's long-term stability. It is not only an critical period that Beijing speed up the socialist political, economic and cultural development of the critical period, but also an important turning point to accelerate the integration of urban and rural areas in "Eleventh Five-Year" period. Beijing will be more to speed up urban-rural integration course during "Twelfth Five-Year ", focusing on building a new countryside. As the most important and critical component of the rural construction, the rural infrastructure is also changing overall environment in rural areas. After several years of intensive construction, rural infrastructure has reached a certain level. But it is need further Argument whether it achieve the new objectives of the rural areas or meet the farmers need.Therefore, the in-depth study of the current situation and problems about new rural infrastructure construction in Beijing will have guiding significance for "Twelfth Five-Year " Planning which is about to begin, and provide a scientific basis for Beijing's new rural construction and development planning, infrastructure operations such as maintenance and management system.In conclusion, this thesis was based on the study of Chinese scholars, the data from the second Beijing Agricultural Census in 2006, questionnaire and interview data which the Task Force conducted 100 demonstrations of new grass-roots leadership in rural areas and government gazette and statistical information. The thesis selects representative a few representative categories which directly relates to peasant life, uses the weight analysis method, builds the evaluation system for rural infrastructure. This system analysises rural infrastructure in Beijing's overall situation and the level of all districts. The thesis clears the farmers about the current rural infrastructure satisfaction and demand conditions by analyzing the construction of new rural research data in statistical analysis method. It reveals new countryside construction of rural infrastructure construction and operation and maintenance problems, proposes to strengthen and improve the construction of rural infrastructure countermeasures and suggestions based on the evaluation of the effectiveness of Beijing's rural infrastructure.The innovation of this thesis are:paper adoptes the Beijing second agricultural census data, households in rural areas access to data and field research data, to avoid the general nature of the statistical information on behalf of accurate and reliable. It achieves a methodological innovation in using weight analysis method to build infrastructure evaluation system, using statistical analysis methods, specifically for today's farmers in rural infrastructure satisfaction and demand conditions. Papers achieves multi-angle analysis of the case of the Beijing Municipal Rural infrastructure problems in studying the content and timeliness of certain aspects of innovation from the Beijing the status of rural infrastructure, farmers satisfaction and demand conditions, government planning, etc.In this paper, conclusions and recommendations include:First,there are many problems on rural infrastructure, primarily in less than the total volume, low quality, regional differences, light-dimensional reconstruction and the lack of planning. Second, Beijing's new infrastructure construction in rural areas should be emphasized in the planning of local conditions and planning functions with three divisions in the future development of the integration; in the construction of the level, focus on improving facilities,breaking a number of bottlenecks projects, and expanding source of funds; in the management of its maintenance, operation and maintenance management model reconstruction.
