Problems And Strategies In Construction Of New Rural Suburbs Of Beijing

New period of important strategic decision-making is a new socialist countryside construction. Beijing, as China's capital and large cities, there is an important issue currently how to give full play to their advantages in the construction of new socialist countryside in the forefront.In this paper, literature review and qualitative and quantitative analysis were used. Firstly, clear the status and problems in building of new socialist countryside in Beijing. And determine the next step in Beijing to promote the new socialist countryside construction:Improve the promotion mechanisms. Secondly, we analyzed the current situation in Beijing and the new rural development issues. A basic idea of building a new countryside and countermeasures was proposed in the future. Finally, policy proposals and the next research were put forward.The main contents of this article and findings are as follows:1, Summarized good results in construction of new rural in Beijing. Mainly as follows:achieved the strategic adjustment of agricultural structure. Traditional agriculture changed to urban agriculture, ecological functions and life functions of agriculture were strengthened. Rural infrastructure and public services has been further improved, speed up the process of urbanization; Rapid increase in the income level of farmers, quality of life and wealth were upgraded to a new level, traditional farmers changed into new farmers; gradually optimize the industrial structure in rural areas, the rural ecological environment more beautiful and so on.2, Analyzed the characteristics of the new rural construction in Beijing. To strengthen the rural infrastructure and public services as the focus, and to train new farmers as the starting point, further increase urban and rural areas, institutional and government investment in innovation efforts. Coordinated the promotion of rural economic construction, political construction, cultural construction, social construction and party building into promote the new rural construction. Beijing with unique resources, has taken solid steps in achieving a new pattern of urban and rural development.3, Proposed six sound mechanisms in new rural construction in Beijing should be promoted, Including long-term investment mechanism, social participation, and guide incentives, continued to increase mechanisms, management and support mechanisms and assessment mechanism, and so on. The six mechanisms are interlinked and interact to form the capital of the new rural construction mechanism of the organic whole.
