| In the past 30 years of Reform and Opening-up in China, with the countryside economic system reform and the establishment of the market economic system, the rural labor productivity is increased rapidly. With the increase of rural labor productivity, a large number of surplus rural labor force need to be transferred. In Beijing, Shanghai and other developed cities and regions, its economic development has entered into a new period of industrialization. In these areas,surplus labor force shift is also appeared some new features and new problems. In these areas, mass rich labor force transferred has been finished, and the key work of rural labor transfer shall pay more attention on the stablization and should not be government labor transfer. The age structure of rural labor force not transferred is "4050" primarily, and the education and skill levels do not satisfy the factory's needs, how to improve the quality of this part of the income also should arouse the attention of departments concerned.This paper is going to Beijing suburbs, using qualitative and quantitative analysis method combining the comprehensive consideration of the rural labor transfer, the general and special rules. Based on the analysis of the data statistics yearbook, striving the number of rural surplus labor transfer in Beijing, and giving the scale and the status quo of the proper analysis and explanation. According to Beijing suburbs transfer of rural surplus labor force in the new period of employment of the characteristics and existing problems, Government officials should make some policy to promote employment and social services in the integration of urban and rural areas and public welfare and services for urban and rural labor-force. They also shall pay more attention to provide equal housing welfare and social security. For solving the employment problem 4050 personnel should vigorously develop the rural economy, the real estate leasing and promote the agricultural workforce and peasants' income increase.
