Building Of Shanghai International Shipping Center Study

In recent years, the construction of International Shipping Center is one of the important impetus for Shanghai rapid economic development. Since the planning was published in 1995, the construction of Shanghai International Shipping Center has made great achievements in 10 years. Port cargo throughput ranked first in the for five consecutive years. Whether its port construction or its handling techniques, Yangshan Deep Water Port has reached international advanced level, A large number of well-known international shipping companies, shipping services branches have set in Shanghai, Shanghai Shipping Exchange and a quantities of shipping services have emerged. Shanghai International Shipping Center has preliminary taken shape. Although so many things made us feel good, it still hid many problems. The 2008 economic crisis has brought a great impact on the global shipping market, Shanghai International Shipping Center suffered the biggest setback since the planning began,which make us a clearer understanding of the problems that Shanghai international shipping center exist in its development.This paper explores the development process of Shanghai International Shipping Center, Focus on analysis of the presence of errors and shortcomings of construction of Shanghai International Shipping Center, including chiefly these problems ,such as port efficiency is not high, Collection and distribution system is not perfect, the lack of effective inter-regional communication and coordination,the homogenization and overcapacity phenomenon. In these problems, the biggest one is shipping services industry in Shanghai lags behind and lack high-level shipping services. All of these have seriously hampered the pace of development of Shanghai International Shipping Center.Through analysis of development experience of two different types of full-fledged international shipping center——London and Singapore, combined with the reality of Shanghai International Shipping Center, my paper holds this view that Shanghai International Shipping Center should choose a high-end service-oriented and hinterland-based international shipping center developing model. The high-end service is the core of an international shipping center to maintain its competitive edge, including Singapore, Hong Kong, which are the traditional freight service-based shipping center also take an active part to the maritime service industry. Shanghai's cargo distribution services mainly set in domestic economic hinterland, the percentage of international container transshipment is very low. Considering the location of Shanghai is not the best, the highly competition among those ports in Asia-Pacific region, Shanghai should still keep the superiority in domestic hinterland, but to concentrate on perfecting the shipping services industry. Finally the paper puts forward some proposals and countermeasures of advancing the construction of Shanghai International Center, including the effective implementation of the government accountability, improving the legal system to promote the maritime service industry clusters, the establishment of a strong regional coordination mechanisms, a sound system and a set of local acts to speed up talent training and introduction, etc.
