Game Theory, Public Policy Implementation Failure Research

Public policy is that the government solves public problems, carries out public management, enhances public welfare, comes true the national long-term development and stability. Policy performance failure will reduce policy benefit, impair policy authority and destroy government's appearance. Our country is in the period of reforming, value-changed, defect of the system, so public policy performance failures often happen. Many scholars has ever studied this failure from different points of view such as public manage, mechanism of policy performance, environment and resources.Study this failure from the chess game theory point of view in the following article. The chess game theory is not only a kind of studying problems, but also a kind of solving problems; its exiting is independent of one's will and it is like a double-edged sword. Is there a phenomenon of chess game in public policy performance? What relation is between public policy performance and the chess game? How do we make the policy make the policy executor harmonious and lively? How do we adjust the mutual relationship between the body and object? The following article studies the mutual problems among the policy body and between policy body and policy object, taking "the economic man" as the logical beginning, on the basis of respecting the objective facts that policy body pursuing benefit in the process of policy performing. The Zero chess game or the Negative-sum chess game easily results in or promotes policy performance failure. Win-win chess game not only avoids the failure effectively, but also improves the efficiency of policy.This thesis is composed of three parts:The first part of the body:summarizing a few basic theory mostly, answering whether the phenomenon of chess game exits in the public policy performance and whether analyzing these problems by the chess game theory.The second part of the body:analyzing the phenomena and reasons of policy performance failure from the chess game point of view. Firstly, enumerating the common phenomena of policy performance failure; secondly, deeply analyzing the relationships among government departments, between government department and target group.The third part of the body:enclosing the reasons of its failure closely, trying to build the bidirectional agency among the government departments on the vertical, build win-win chess game among the government departments in the horizontal and build a symmetrical chess game between government and target group. Hoping that the chess game is in the scope of justice; the policy body is in pursuit of reasonable benefit on the basis of fairness, justice and good faith; the illegal behavior is restrained by the way of mutual constraints and balance and we could avoid the policy performance failure effectively, improving the policy efficiency, advance the harmony of society.
