Electric energy is the most important and most widely used, the most convenient source of energy, and is the current world energy consumption one of the main forms. With the developing of country economy, the improving of power loads is remarkable. Therefore, there are more requirements for power supply capability, power energy quantity and power supply reliability of rural power networks. Moreover, the laggard equipments and technologies of original networks have affected the developing of rural economy. To adapt the developing of rural, the reconstructions of rural power networks are being done, as well as the comprehensive evaluation of rural networks. This work has marvelous significations not only for the accurate evaluation and optimization of current networks, but also for the improvement of the efficiency of allocating resource.The theory of data envelopment analysis (DEA) is a new exploring field that Management Science combines with the Operation Research and Mathematical Economics. As a non-parameter method it is particularly suitable for dealing with the multi-input and multi-output evaluating problems of complex system. Because the DMUs' information full of economic meaning can be obtained by application of DEA theory, the DEA method is popular with all over the world.In order to research the investment benefit of the rural power network, the data envelopment analysis (DEA) is applied in this paper. In this method the input and output indices are set from the viewpoint of input-output and the utilization efficiency of these power networks is calculated and evaluated by DEA. On the basis of taking advantage of historical data, this paper gives an all round Analysis of the present situation of the original data in 107 counties of Henan Province. Using the models of C~2R and C~2GS~2 to calculate the efficient value of 107 counties, and following results are obtained, they are: the investment benefit of the rural power network, the disparity between realism and optimal conditions of inefficient network, the redundant statistics of input factors. The method can help the decision-makers to establish or modify network planning so as to improve the efficiency of allocating resource. Calculation and analysis results of actual case show that the proposed method is scientific and rational.
