The use of fossil fuels by Human beings leads to the sharp increase of carbon dioxide emissions and its gathering in the atmosphere, which result in global warming. Thereby, a series of extreme weather is happened. The disaster to human beings is very painful and irreversible. Deeping into saving energy and strengthening reducing carbon emission are the theme of solving energy shortages and global warming, the only way of sustainable development of human beings. "The proposal of the eleventh five-year plan made by the central committee of the CCP regarding the national economy and social development "proposes: compared with the end of tenth five-year, the unit GDP energy consumption should be reduced to 20% at the end of the eleventh five-year, which is one of the most important binding goals in the eleventh five-year plan. Due to the demands of domestic and international market and accelerated investment in the domestic large highly energy-consuming enterprises such as industries and building industries etc. since 2002, China's economy has come into the heavy chemical accelerated period, but the energy consumption has also been increased.The State Council issued a white book "Chinese policy and situation on energy" on December 26, 2007. China will adopt five measures including impelling structural adjustment and strengthening industrial energy saving etc. to comprehensively promote energy saving, implement the system of evaluating, examine and verify enterprises' investment project of fixed assets, establish the enterprise mechanism for energy saving, establish and perfect the laws and regulations of saving energy, strengthen the construction of energy management team and the supervision and inspection. At the same time, the white book stresses that improving energy efficiency is not only the most efficient path to reduce the consumption of resources and protect environment, but also the important content of taking China to a new road of industrialization. Therefore, our country has actively promoted saving energy in key areas, deeply promoted thousands of enterprises to start the action of saving energy, promoted thousands of enterprises to develop audit, worked out the plan of saving energy and started an action of key enterprises' energy efficiency benchmarking indicator.Meanwhile, National Development and Reform Committee of China issued a notice which is focusing on the problems of extensive development, low efficiency and serious pollution from numerous small and medium-sized enterprises. It demands all the small and medium-sized enterprises in all parts of the country to strengthen the administration of saving energy, emphasize the service system of saving energy and emission reduction, encourage professional service company on energy reduction to provide one-stop service including consulting, designing, training, financing, transformation and operation management for the kind of small and medium-sized enterprises.The author is honored to participate the work of "Shanghai government's energy auditing the enterprises who dissipated energy more than 1 million tons of standard coal". During the period of staying in the enterprise production workshop, each enterprise's production process, species of energy consumption, situation of annual energy consumption, energy costs, comprehensive enterprise financial statements, production and material consumption statements and spot test data are come to be known. A series of evaluation indexes of energy consumption such as energy consumption of enterprise's output value, unit consumption and comprehensive consumption etc. are calculated. Through on-the-spot investigation and participate in compiling the audit report and proposal of improving energy saving, the author have a profound understanding on the procedures of enterprise energy audit and completing processes. Especially the behavior of business administration on the process of saving energy should be improved immediately.After further study, the thesis puts forward to establish the system of energy management of "distribution" in enterprise, which is based on the management theory including the content of energy auditing as the object of enterprise energy management, auditing methods to optimize management and blending into BPR (business process reengineering). The new management mode framework transfers the original numerous hierarchy management organization structure to the flatted management organization structure including centralized management, controlling decentralization, determining posts and assigner which are efficient. It also optimizes and upgrades energy data management information system and pays attention to employees' training and ideological education on saving energy. The new system of enterprise energy management has the clear definition of powers, decreases the intermediate links, reduces cost, and helps enterprise emphasize indirect saving energy to build a perfect the system of energy management from the point of view of management. Then, it goes to achieve "win-win between economic benefit and saving energy ", and further to make a contribution towards completing the goal of the "11th five-year" plan on saving energy and emission reduction.
