China tobacco business is the economic mainstay of China's pillar of the national economy. After China joined World Trade Organization, Chinese economy and international economy are integrated with day by day. Along with industry competition, product quality has been paying more and more attention by the tobacco companies. Advanced quality management has become an important way to enhance core competitiveness in the tobacco companies. Total Quality Management (TQM) is a management pattern based on the behavioral science; one of the core concepts is the human factor, that is, full employee participation. Despite many efforts on TQM, little attention has been paid to individual-level determinants of employee's involving in TQM. The major objective of the present research was to isolate individual-level factors that would enhance or hamper employee's involving in TQM.The present research used the theory of reasoned action, the theory of planned behavior and the technology acceptance model as bases to develop a causal model. On-site surveys were conducted at a Chinese leading cigarette firm having implemented TQM over 10 years. The developed model was tested by means of structural equation modeling using LISREL. The findings revealed that intentions to involve in the activities are the major contributor to employee involvement behavior, and that these intentions are influenced firstly, by attitude towards involvement, and secondly by professional ethics, self-efficacy, subjective norm, and perceived empowerment, and that these attitude are influenced firstly by perceived usefulness, and secondly by perceived risk. Self-efficacy and perceived empowerment are also significant predictors of employee involvement behavior.
