For thousands of years, land is not only the material basis of survival for a farmer in China, but also the crux of "San Nong" issue that have been troubled China so long. After the founding of new China in half a century, the Chinese rural land system has experienced several changes in its basic characteristics are mandatory by the government-led institutional change, in which ideology played a major role, it is the will of the state and the times' mainstream ideology impact China's rural land policy. Ideology has been playing an inherent influence in the process of public policy, including formulation, identity, implementation, evaluation and other aspects.At the beginning of New China, the ideology of "land to the tiller" which was brought forward during the new democratic era, still had effect on rural land policy reform. During this period the " land reform law of People's Republic of China," make farmers have land of their own .Soon, impact by the ideology of "the elimination of all private factors" ,a rural co-operative movement raised in the area of agriculture, and the people's commune system was established quickly ,in this system, land was owned by the collective and planed by the government .It made farmers not only lost the ownership of land and had lost the right to operate. The development of rural areas was in almost stagnant decades .Since the reform and opening up, people paid more attention to the truth of ideology ,and began to weaken its value aspect. At this stage" Practice is the sole criterion of truth", the establishment of "Three benefits" standards, had broken much traditional constraints of ideology in many aspects of socio-economic development. The household contract responsibility system began to implement, the rural productivity is activated, however, collective ownership of rural land was still the bottom line. After entering the 21st century, the value of ideology is renewed emphasis on ,during the ideological discussion, and the truth of ideology is also in attention. During this period, a series of ideas such as "Harmonious society","People-oriented" is familiar with people, 17th CPC National Congress even said more clearly," lead other social thought with socialist core value system" which recognized the existence of a variety of ideologies objectively. Under the influence of those ideas, the right of rural land was extended from the 30-year contract to "permanent", which give fanners the right to dispose of their land much more free.This paper analyzes the literature and uses comparative law, and starting from studying how ideological constraints impact and change the rural land policy innovation, try to explain with a new point of view, which will be good for deepen rural reform .
