the competitiveness of the national economy and the quality of life of the people.The natural monopoly industry is strictly regulated by the government before the reform and opening up.Because of the high cost and low efficiency caused by the monopoly,it restricts the entry of social capital and hinders the fair competition of the industry.The distortions in the price of monopoly industries lead to the ineffective allocation of society and the loss of social resources and the loss of consumers’ interests.Since the 1970 s,Western industrialized countries and developing countries have reformed the traditional regulatory system of monopoly industries.The aim is to improve the performance of monopoly industries and improve the level of social welfare.China’s govnment turn to other developed countries regulatory reform experience,from the beginning of 1980 s,the govnment starts to reform the monopoly industries and began to break the original monopoly system,introduce the competition relax the regulatory reform are heterogeneous,there are some questions: how to evaluate the natural monopoly industry regulation performance,under the conditions of relaxed regulation,how to improve the efficiency of monopoly industries,monopoly industries in the strict regulation of the monopoly,How to deal with monopoly and inefficient issues.Therefore,the study of natural monopoly regulatory performance is a problem that needs to be discussed and solved urgently in practice.This problem is of great practical significance to promote the process of monopoly industry regulation reform,improve the overall performance of monopoly industry and overall national economic development.Based on the theoretical thinking and logical starting point of the above problems,this paper makes an objective and scientific evaluation China’s natural monopoly industry regulation reform performance summarizes and discovers the causes and lessons of the reform performance,and analyzes the social welfare loss and performance change of the natural monopoly industry Situation,with objective facts to prove the removal of monopoly,deregulation,the general law of promotion the monopoly of reform.This paper selects the representative performance of the three typical natural monopoly industries of electric power,railway and tap water supply,and analyzes the performance of the reform of the natural monopoly industry in China and the factors that affect the performance,summarizes the experience in the process of regulatory reform And lessons,put forward the corresponding policies concerning improvement of natural monopoly industry regulation performance.This paper is mainly composed of six aspects:First,the monopoly industry regulation based on theoretical analysis,natural monopoly property is the essence of monopoly industries and the basis for regulation of monopoly industries.Because the natural monopoly is not fixed,natural monopoly property has the characteristics of strong and weak and changes dynamically,and Government regulation monopoly industry often fails.Because of the inefficiency of resource allocation is caused by monopoly,combined with the actual situation of China’s economic transformation,the price elasticity of monopoly industry calculated by regression,and the size of welfare loss is measured by Lena index.The current monopoly industries due to the monopoly of the welfare losses were estimated,The data show that the income gap between industries caused by monopoly is widening,resulting in unreasonable allocation of resources.This provides a theoretical and factual basis for deregulation and the introduction of competition mechanism.Secondly,this paper chooses typical natural monopoly industries,and analyzes the performance of monopoly industries from the aspects of fixed assets investment,equipment utilization rate,input-output,operation efficiency and market structure.and soon.Through the comprehensive analysis,the reasons that affect the performance of monopoly industries are discussed.Thirdly,this paper uses the entropy weight method to objectively determine the weight,and uses the TOPSIS analysis method to try to establish the performance evaluation index system of the monopoly industry.From the monopoly industry’s social resource allocation efficiency,the enterprise operation efficiency and the enterprise financial situation three aspects,the indicators are selected,the paper calculates the indicators overall value to evaluate the natural monopoly industry regulation performanceFourthly,the paper uses the method of total factor productivity analysis in data envelopment analysis,selects input-output indicators,and evaluates the production performance indicators such as total factor productivity,technological progress,technical efficiency,pure technical efficiency and scale efficiency of typical monopoly industries.Fifth,micro enterprises of natural monopoly industry based on the data of the performance of regulation China monopoly industry were analyzed,using the panel data model to test the effect of regulation of government regulation on power industry and water supply industry.This paper uses double difference method to test the performance of government regulation on railway transportation,and further verifies the performance of the former.Fifthly,based on the micro-enterprise data of natural monopoly industry,this paper makes a quantitative analysis of the performance of China’s monopoly industry regulation,and uses the panel data model to further examine the regulation effect of government regulation on power industry and water supply industry.The DifferenceIn-Difference is used to test the regulation performance of the railway transportation industry,and the results evaluation performance of the previous chapters is further verified.Sixthly,on the basis of the above empirical analysis,this paper makes a comparative analysis of the reform practice of natural monopoly industry in developed countries,such as property right,competition,governance and regulation,and summarizes the experience of regulatory practice in developed countries.According to the domestic regulatory status and performance evaluation results,this paper puts forward some suggestions on how to improve the performance of monopoly industry regulation.
