At present, Chinese enterprises should not only meet the globalization of the market economy, but also adapt to native economic laws. In the face of the many opportunities and challenges, the changing of management has more and more become normal for enterprises, so only way is to accept truth and actively study market requirements , enterprises could win stable competition.Performance is the lifeblood of enterprise and also is the basis of the existence of the business, so how to create a scientific and effective performance management system is becoming the hot issues of common concern. Performance is also used to change management largely as a tool. During of the introduction and development of performance management system, some enterprises have already made some successful experiences, but it is different in the development of organizations, organizational culture, organizational climate, organizational structure and management style. When we establish performance management systems, we can not take for granted that the performance management systems of other organizations must have also be suited for our own organization.At first, in this paper, we study GV company background and combine with the company's inside and outside of the actual situation. We would diagnose the actual status of its management at present. We analyze the meaning of the GV company change management: from studying culture and system change, we find,analyze and solve problems by performance management systems .On the other hand, we also analyze the necessity of building performance management system and the key points of the system.Secondly, on the theory base of the relationship between organization culture and performance management, we refine the company's values, management philosophy. We include the design principle,the guide ideas and methods according to GV company's situation and requirement.Finally, we introduce the indicators and rules of the performance management system in detail. We introduce specially, why we apply BSC to GV company's management.
