Shandong is large resource consumption and environmental pollutant emission province of China, as well as an economy province. Since reform and opening, especially walking into 21 century, Shandong's new round of economic growth is mainly large-scale investment of resource-based, initial processing and chemicals industry field. Then, a significant feature is high energy consumption,high water consumption and high pollution. The total quantity of energy consumed and SO2 discharged by the province are ranked the top in china; Water consumption and COD emission ranks in the eighth or fifth in 2005. Analysis by industry structure, it is the industry profession which consumes the most resources and discharges the most atmospheric pollutant. Therefore, Shandong is facing the increasing pressure in areas of resource and environment. To alleviate such pressure and break the bottleneck which increasingly conditions the development of ecological environment, natural resources and social economy, the objective to construct an "ecological province" has been officially set by Shandong province in 2003. The core of "Ecological province" building is to achieve eco-industry. However, because of taking no account into their resource consumption and environmental impact, the traditional industrial classification does not help to resolve the problem. Therefore, it is increasing important to reclassifies the 37 industries from a new point and remodels a new system for industrial structure from the resource-saving and environment-friendly point for Shandong Province. At the same time, it will provide foundation for adjusting industrial sectors to other districts in our country.Under the guidance of technical economics, resource and environmental economics, sustainable development and systems theory, used Statistical software(SPSSå'ŒEXCEL), according to cluster analysis methods, based on the relevant data of "Statistical Yearbook of Shandong Province" and " Environment Statistical Yearbook of China " from 1985 to 2005, through the documentation and data processing, on the basis of field investigation and substantial evidence, this paper proposed and verified the green gap and ecological realization degree of four environmental-economic indicators in the industrial development of Shandong province. Based on the difference of energy consumption and pollution emission load between each other, the 37 industrial sectors are reclassified on the basis of two-dimensional space, through in-depth analysis and comprehensive study; the important results are showed as followed:(1) The green gap and ecological realization degree is constructed and verified initially. The development of industrial economy can't without the consumption of energy and water, and this will inevitably lead to air and water pollution. This paper measures the dynamics change of the green gap and ecological realization degree based on four environmental-economic indicators of Shandong Province from 1985 to 2005 and highlighting represent the relationship of the resource consumption, environmental pollution and regional economic development.(2) Based on the panel data of Shandong Province from 1985 to 2005, through the analysis of the intensity of energy consumption, water consumption, SO2 emission and COD emission per 104 industrial output, we know that the green gaps of four environmental economic indicators declined year by year ,at the same time the ecological realization degree were increasing year by year. Both of them were gradually approaching the standards of the corresponding "ecological province". However, there is still a gap with the "ecological province". To reduce resource consumption and environmental pollution is still the focus of future work.(3) Embarking on the "resources-environment" double regulation, this paper makes a new industrial classification. Based on the relevant cross-section data of different industrial professions of Shandong Province in 2005, it analyzes the intensity of energy consumption, water consumption, SO2 emission and COD emission per 104 industrial outputs of individual sector. Based on energy consumption and SO2 emissions, they can be divided into three energy consumption-atmospheric environment types. One is low-consumption and low-pollution industry, the other is middle energy-consumption and middle- pollution industry, the third is high energy-consumption and high-pollution industry. Based on water consumption and COD emissions, they can be divided into three water consumption-COD environment types. One is low water consumption - low pollution industry; the other is high water consumption- low pollution industry, the third is high water consumption-high COD pollution industry. According to the new classification program, this paper makes a statistical analysis of various types industries' impact on resource consumption and environment, to reveal the law of dynamic changes over the past five years. The classification will provide a scientific basis to adjust the industrial structure, reduce energy and water consumption and control air and water pollution.(4) In order to ensure the realization of the industrial sector classification, this paper proposes a few of conesponding countermeasures and suggestions. Mainly include the following aspects: put more focus on the development of small resource consumption, less environmental pollution of the sector, to expand its proportion in the total industries; keep the proportion of the sector consuming less resource and discharging less pollution in the total industries; compress the proportion of high consumption-high pollution industries in industrial structural adjustment, at the same time through the use of technology to improve their resources' exploitation efficiency and reduce resource consumption and environmental pollution. The innovations of this paper are as followings:â‘ This paper measures the green gap and ecological realization degree of the intensity of energy consumption, water consumption, SO2 emission and COD emission per 104 industrial output.â‘¡This paper organizes the relationship between the resources consumption and environmental pollution and the industry resource consumption and pollutant emissions of each industry, then links the resource-saving and emission-reducing responsibilities with specific industries.â‘¢Embarking on the "resources-environment" double regulation, this paper makes a new industrial classification to the 37 industrial sectors of Shandong province and analyzes the dynamic change of each type.
