Enterprise expansion is the eternal theme of the market economy society,and the demand and scale of corresponding real estate investment are both huge.As a non-real estate company,the risks of cost management are conspicuous due to the lack of management experience in real estate investment behavior.Especially the cost management of the early stage of the project is usually overlooked,so that the most effective period of cost management is missed,and the cost and the project are difficult to control.Facing the demands of corporate strategy and diversified business decision-making,it is of great significance to implement effective cost control of the proposed project.Therefore,the early-stage project cost control got deeply research in this thesis.And through the cost pre-control and the strategic project investment control,This thesis provided the cost management control references for other non-real estate enterprises to invest in real estate projects.At last giving an example of Yantai Yimao Technology Building.Base on a large number of domestic and foreign literatures,by analyzing the composition and influencing factors of Yantai Yimao Technology Building,the key point of project cost management is in the decision-making stage and the design stage,that means,the cost pre-control in the early stage of the project.Through the analysis of the current status of the project,the problems and the reasons are analyzed.According to the characteristics of the project,an optimization solution was proposed,a cost management system was constructed,and a cost pre-control plan for the decision-making stage and the design stage was formulated.Through the feasibility study of the decision-making stage,the acquisition of land,the program choice using value engineering method,and the comparison analysis of the project's economic benefits,the effectiveness of previous cost control measures had been verified.Following the implementation of project progress and cost management,the company's development strategy was guaranteed.In this thesis,the domestic and overseas theoretical methods and application status of cost management are sorted out.Based on literature research,case analysis and comparative analysis,the following conclusions are gotten:The early-stage project cost control is the primary condition for total cost control.The work of early-stage project cost control should rise to the level of the company's strategic management.The cost pre-control in the decision-making stage and the design stage should be done together not be divided.The implementation of the early-stage cost management can effectively control the investment scale and resolve the cost risk.
