The civil servants in tax undertake the holy duty of "gathering revenues for the country and enforcing the law for the people", and at the same time are facing up with great competition and challenge. With the problems sourced from stress, it has become a new topic in tax human resource management to lessen their stress and improve their job satisfaction.Literature, questionnaire and SPSS statistics are adopted to make an empirical study on the relationship between job stress and job satisfaction of the civil servants in taxation. Based on the literature review, a questionnaire of the working condition of civil servants in taxation is drafted. The civil servants from three subbranches of the State Tax Bureau of Changsha(STBCS) are selected as the subject of the empirical study. The data of the questionnaire are made reliability test, validity test, descriptive statistics, related analysis, and regressive analysis by applying SPSS. The results are as follows: the job stress of the civil servants from the State Tax Bureau of Changsha is 3.07, strongly above the average, stress from the job itself amounts the strongest, next comes to social support, and stress from interpersonal relationship is the lowest; Job satisfaction is 3.36, rather high, and person-job fitness is the highest, next comes to developing prospective and job return is the lowest.The empirical study indicates that gender, age, working years, position, specialty, executive rank and recruiting method have significant effect on job stress while political status and education certificate have no significant effect; and gender, political status, age, position, executive rank and recruiting method have significant effect on job satisfaction while working years, specialty and education certificate have no significant effect. Job stress and job satisfaction is negatively related.The study also puts forward suggestions for administration to the tax authority and later studies. Based on the status of job stress and job satisfaction, and in order to improve the efficiency and the effectiveness of tax administration, competence-performance administration model should be carried out to deepen the reform; effective communication should be reinforced to improve the administration participation degree of the common civil servants; human resources management should be reinforced to make good plan of the civil servants' career development; administration ideas should be reinforced to improve the efficiency and effectiveness of the tax department; stress should be under careful management by implementing psychological care mechanism; and tax culture should be paid special attention to so as cultivate highly qualified tax talents.
