Government procurement is an important economic policy for government to manage the economic. Today, in most market economy countries, government procurement system has been established. In our country, because of traditional concepts, management experience and system design deficiencies, government procurement practice meeting serious risks. The main organs of public power for rent-seeking and corruption, has become the field of disaster corruption in public emergence. Therefore, how to effectively prevent and control the risk of government procurement has become an important issue worthy to study.At present, the academic community has made some research on how to prevent the risk in government procurement area and how to improve the government procurement system. However, many of these studies are qualitative analysis, lacking of actual cases to profound and systematic analysis and interpretation of government procurement .Therefore, in response to these inadequacies, this paper normative analysis and empirical analysis, using the project management risk analysis on the government procurement system in the field of risk, as well as the analysis of the causes, combined with the actual case and give some measures.Through the analysis, we found that the government procurement risks are mainly three types: the first risks are from the government itself, including the tender fails, rent-seeking corruption, and lack of supervision. The second risks are from the supplier, including low-cost title and quality crisis. The third risks are from the agencies, including the lack of review and pre-designated. Risks arising from government procurement are due mainly to government agency's self-serving acts, a wide variety of procurement methods and it is difficult to determine, as well as the lack of oversight mechanisms. In order to reduce the risks, in practice, this paper mainly to take this case on the basis of a rigorous assessment of projects, the procurement process carried out stringent requirements, the project supplier (contractor) to carry out a rigorous project selection measures. Practice has proved that through careful planning and institutional arrangements, the risks have been effectively reduced, the project has been carried out and successful completed. |
