Research On The Risk Control Of I-Unit Government Procurement In Guangdong Province

The Public institutions provide a significant part of services procured by the government every year,and such services plays an increasingly important role in building a service-oriented administration,promoting public services,and improving economic performance of public institutions.However,when involved in the government procurement,public institutions face many risks covering economy,market and technology.With the expanding of government procurement and the diversity of the types of services it purchases,various risks might multiply,and thus cause enormous impact on public institutions.It is noted that the public institutions shall pay great attention to risk prevention and risk control when providing services procured by the government.The paper chooses Institution I in Guangdong province as its object of study,applying COSO risk management theory to analyze the risks in providing services procured by the government.With reviewing and summarizing the specific cases,the paper uses scientific theory to identify risks,studies the policies and idea design,aiming at providing reference for public institutions on risk control in government procurement.To be specific,the paper first elaborates the research background,the purposes and the objectives,and then combs the scientific literature both home and abroad in the area,and it introduces the research approach,content and methodology.In the next chapter,the paper introduces the basic concepts of the public institution services purchased by the government,as well as COSO risk management theory.The paper then describes Institution I and the services it provides in government procurement,identifies the potential risks such as failure of competition,budget risk,technical risk,etc.,and analyzes the causes.The paper applies COSO theory to analyze the principles and approaches in developing risk control mechanism,designs the risk control and risk response systems,and proposes specific countermeasures for Institution I when providing services procured by the government.
