With the market economization continuously deepening the economy structure has changed tremendously. The importance of Hi-Tech SMEs which play an important role as the new forces are increasingly enhanced in the national economy. Nowadays a lot of Hi-Tech SMEs have the phenomenon of brain drain. Qualified Personnel are reluctant to stay in the enterprise show that the personnel incentive mechanism existing some problems. The drain rate of the employees is too high do a great harm to sustainable development of the enterprises and indirect cause of productivity decline. So how to attract talent,retain talent,cultivate talent,use talent become the key of study by human resource management.This paper select an excellent Hi-Tech SME JinZhou Corporation and made it as the research object in order to made a research on the personnel incentive mechanism of it. First of all, it introduced the exciting state of the personnel incentive mechanism of JinZhou. And then it made a research of the employees incentive state by the field survey. The statistical analysis used SPSS11.5 software. After that it designed a new personnel incentive mechanism. At last it brought forward the result and forcasted the prospects of the subsequent research. The author hopes this paper could provide some new management ideas for the manager of JinZhou Corporation. Furthermore provide some new ideas for the other Hi-Tech SMEs.
