With the reform and opening up, modernization and economic reform continued to be deepen, but at present, China’s state-owned enterprises within the market have total careers over130000units, employing more than2800million. Institutions and personnel of the institutions remain high; but the reform of public institutions is in slow progress. The competition between companies in the21st century is the competition of knowledge and talent, the state plans to use two or three years’time to fully implement the system of appointment of the institutions and the establishment of normalization and a standardized system of appointment. Therefore, the research on the staff incentive mechanism of career unit in the reform process to establish the idea of people-centered and the establishment of a modern advanced human resources management system is particularly important, which can strengthen the institutions of staff incentives and culture, to fully tap the potential of employees to improve China’s cause of unit staff motivation and efficiency.The paper focuses on the GZ livestock Corporation employee incentives. Firstly, study the status of domestic and foreign staff motivation and institutions incentives; Secondly, briefly introduced the reform of the status quo of Livestock Corporation, and analyzes the company’s internal environment and external environment; Thirdly, analyzes the incentive status quo of livestock Corporation employees to identify livestock Corporation in the organizational structure, compensation systems, assessment mechanisms, the promotion of existing mechanisms and training system, and so, and point out the reasons of lack of competition mechanisms and material incentives bureaucracy and egalitarianism serious causes of the issues; Fourthly, under the guidance of the incentive mechanism design principles in the Livestock Corporation, the paper design framework of the staff incentive mechanism, and form the company’s organizational structure, and designed compensation systems and assessment mechanisms, promotion mechanisms and training system, then design and put forward the staff incentive program for Livestock Corporation; Finally, with implementation of the Livestock Corporation employee incentive programs, and the process assessment of employee incentive program and implementation of security measures and the implementation of the program protection recommendations, which is to be an effective incentive to achieve the perfect payback of the staff incentive in the Livestock Corporation in respect of employee incentives. In this paper, with the research on the incentives of the Livestock Corporation, we found that the design and establish the scientific human resources management concept is the most important conditions for effective employee incentive; the introduction of competition mechanism in the institutions for effective employee motivation is an important driving force to establish and improve a staff incentive mechanism; it is the critical path to achieve effective employee motivation and incentive by practical protection measures and a strong guarantee.In this paper, to improve the livestock Corporation employee incentives, through the introduction of competition mechanism into the Livestock Corporation, to change the overstaffed and inefficient status quo and fully tap the potential of employees to adapt to the fierce competition of market economy, build and enhance the company’s fundamental the core competitiveness in order to win the market competition advantage. At the same time, The current paper provide a theoretical basis and reference to the large number of institutions to the establishment and improvement of employee incentives which could be suited to China’s characteristics and institutions, in order to enhance employee productivity and win the competitiveness in the corporate markets.
