Now days, enterprises must do a good job in environmental protection, occupational health and safety to eliminate or reduce the environmental impact caused by their activities, to avoid accidents and occupational diseases occurred on staff and contractors' employees who work on behalf of the enterprise. The achievement of above-mentioned goals is an inevitable requirement to meet the requirements of continual development, social responsibility and staff's basic needs for an enterprise.ISO14001:2004 and OHSAS18001:2007 are two management system standards that are widely used by enterprises in environmental protection and occupational health and safety management. In China, there are many enterprises passed the audits and got certificate of ISO14001 and some enterprises established integrated EHS (Environmental Health and Safety) management system and got two certificates, one for ISO14001 another for OHSAS18001, but when it comes to the efficiency and practicability of the systems, they are less achieved. Why? In this paper, the writer took his 10 years specialized experiences working on EHS in enterprises and explained in detail for how to establish a risk-based integrated EHS management system.Based on the intensive expatiation of integration, the writer analyzed the difficulties and common mistakes on establishment of integrated management system such as lack of good consultants, the time validity and practicability of some EHS laws and regulations are not good, some enterprises merely want to get certificates without real efforts on improving EHS performance etc. Then the writer explained the characters of a good integrated EHS management system. Followed is an integration of EHS management system model which is designed by the writer based on risk control and meeting the requirements of PAS99: 2006 standard. Finally, the writer showed the whole picture of all the concrete work the SGPAM China company did and the key elements of a risk-based integrated EHS management system established in SGPAM China. Some very useful and practicable tools were also displayed for reference.ISO14001 and OHSAS18001 are very similar in name and serials number. It seems easy understanding systems but request many technique and tools during the practice. This paper paid more attention to the way of practice. Hope this paper can be very useful for the EHS specialists who work in enterprises and the consultants who work for establishing integrated EHS management system for enterprises.
