On the background of the main features of the current era of the knowledge economy, this paper describes the ideas of business processes reengineering (BPR), and its perspectives, its origin and connotation. Studied a number of foreign and domestic enterprise applications and relative theories of BPR, as well as the current business operation mode of engineering consulting companies, the author analyzed the inner and outer environment of engineering consulting companies, as well as their main contradictions.The requirements and difficulties for the implementation of BPR of engineering consulting companies are analyzed. Based on the past theory and applications of BPR, the selection of business process reengineering mode is discussed, and a systematic implementation method of BPR in engineering consulting companies is put forward, which consists five steps: business vision confirmation and project team organization; current business processes description; current business processes analysis and diagnosis; new business process design; new business process implemenataion. In order to improve the performance and solve the problems encounted during the new business processes implementation, a feedback and improvement cycle is drawn into the five steps, so that new business processes could be evaluated and continuously improved. It can promote the transformation of BPR from theory to application, improve its maneuverability, and reduce the errors. Thus it provides a feasibile solution of BPR for engineering consulting companies.The proposed BPR method is further applied to an engineering consulting company, Fugongsi company, its building design service processes of Fugongsi company being selected as the processes to be rebuilt. The current building design service processes are described by confirming business vision and organizing project team, describing current business processes, as well as analyzing and diagnosing current business processes. Their models are built by IDEFO method. The ASME(American Society Of Mechanical Engineers ) method is used to calculate the time spent by every activity, and the non value-added activities are found. The activity based costing method is used to calculate the cost of the processes, based on which a new processes are built. The new processes take advantage in shorter cycle time and lower development cost, and show a real application value. The implemented processes will be continuously evaluated and improved in the following application and popularized to other departments.
