Owenke in the Inner Mongolia chiefly live in Daxinganling and Hulunbeier grassland, which is in the coexistence with other ethnics and characterized living together over vast areas while some live in individual concentrated communities in small areas. In the history the different habitations of Owenke resulted in the great differences among their modes of production and life, some people engaged in stockbreeding, some in agriculture and some people undertook hunting. Also , there are some differences in terms of the degree of the community development: those Owenke communities engaging in agriculture and stockbreeding are in the comparatively high level of development, while those communities engaging in hunting are still in the stage of the end of primitive society. The Owenke living in today's AoLuguya village in GenHe city always make a living by hunting which have only more than 230 peoples, and they are the famous "tribe using reindeers" in the history and also are the only ethinc raising reindeers hitherto in china. From the early 18C to now they led a hunting life in the dense forest in Daxinganling , eating animals' meat and wearing animals' fur, and the reindeers are their only vehicle.From 1949, the Owenke in the Aoluguya's economic society has been changed a lot. Passed three times leaps, the national economy has developed and transformed. There are two stages in the economic society of the Owenke in the Aoluguya : first is during the 1960s, as a traditional hunting economy to settlement. Sencend is eco-migration from 2003 to now. It makes the local economy to pluralism.This paper reviewed historical experience and lessons in the first change, combined with the practice of the second transition, quest the developing method of modernization for the Owenke in the Aoluguya's economic. It has very important academic and practical significance. As the eco-migration form 2003, the pace of economic development has picked up remarkably, economic structure diversified, the living environment has improved obviously. Actually , some new questions and inconsistency arise, like source of income simplify, lacking manufacturing technique, raise the masses local hunter's educational qualities, national culture need exhume and protect and so on. According to the data from the on-site inquisition, weigh advantages and disadvantages, find the right way to develop the economy of Aoluguya Owenke and benefit the culture.
