Migrating from less developed areas to urban cities, the rural laborers have been working in the modern sectors to obtain more revenue ever since the economic and social reforms in China. Contributing too much to the development and foreign trade of the cities, however, the laborers do not have the ability to achieve permanent migration. The large gaps on earnings, social security, culture integration between urban citizens and rural workers have held plenty of laborers back to their villages. As a result, promoting and improving the rural-urban migration, solving non-permanent migration problems, is the key to the industrialization and urbanization of China.Based on the previous research, this paper builds a new model containing the economic income, social exclusion, and psychological cost as the influencing factors, to probe the impact of these variables making to the migration utility function and establish comprehensive strategic choices on the strength of social exclusion factor. The paper takes Cixi of Ningbo city as a case to study the behavior of the migratory laborers. Applying the research data collected by the students of School of Business, ECUST, and using the data mining method and econometrics technology, the paper calculated value of each variable in this circumstance to check the correlativity between migration ability and inclination of a specified laborer, as well as the comparison analysis for employment situation between local and migrating laborers. Finally, it proposes to implement category management method based on the different groups of laborers to help each group achieve their maximum utility.
