The tidal wave of integrative global economic not only brings opportunity to the enterprise, but also generates more severe market competition. However, the core of enterprise competition is gradually changed to talent competition. It becomes the joint concerned problem that how to convert the enterprise human resource into competition advantage, and carry out effective human resource management strategy. Nowadays, IT technology changes quickly, electronic and networking become increasingly prevalent, the simple traditional human resource management mode could not satisfy the requirement of the enterprise on training organization capability, technical innovation, and other aspects, such as obtaining, maintaining, motivating and evaluating talents. To implement human resource management informatization is the issue that enterprise have to face for development. However, Chinese enterprise is backward not only on concept, but also on practice, for they start the study relatively late.The thesis introduces the basic concept of human resource management informtization, the current development condition, feature, value and strategic significance of human resource management system, and then it discusses human resource management issue of MT Company. MT Company is a new government-owned enterprise, which established not so long, and its size is relatively small. Due to the rapid development of the company and increasing of employees, the company faces severe human resource management problem, which is how to perform high efficient personnel management information system and effective human resource strategy? The thesis analyzes the issues and challenge existed in human resource management and human resource management informatization of MT Company. It points out the necessity of MT Company implementing human resource management information system. Based on it, the thesis points out the construction target of MT company human resource management informatization through how to construct effective human resource management information system. It also defines each specific function to be realized in human resource management information system by deep communication with HR Department and Information Department, and then, it prepares human resource management informatization plan of MT Company, which including general structure of informatization, construction investment estimation, system execution plan and expected result. At last, based on theory and practice, the author put forward four difficult problems which MT Company may face during implementation of human resource informatization construction, and put forward his suggestion as well.Finally, the author put forward key factor that enterprise successfully implementing human resource management information system, and wish that the thesis could inspire and instruct the enterprise that implementing or will implement human resource management informatization.
