On Optimization Of The Soft Environment In Wuhan City Circle Under The Establishment Of "two-oriented Society"

The regional economic development is closely related with the regional environment, including the hard environment and soft environment. The hard environment is important, but by the political, economic, legal, and cultural compositions of the soft environment also has an irreplaceable role. Together with the hard environment for regional economic and social development, it plays a complementary role,they are indispensable. The Wuhan city circle was granted the construction of the"two-oriented society" pilot area and that is a complex engineering, which optimizing the soft environment is not only the inherent meaning, but also an important element. If only building of good soft environment for the region,that would accelerate the process of constructing the "two-oriented society". Optimization of the regional soft environment is at stake.This article has combined with the realities of the construction "two-oriented society" in Wuhan city circle,and focused on the regional soft environment-related issues. This study is divided into six parts, and they are briefly as follows:The first part of the article is the introduction. Through the introduction of related concepts,it introduces the background and significance of the subjects of this study,while the literatures have been reviewed and reevaluated. On this basis, the study is defined the basic methods, and formed the basic framework of the article;The second part is mainly combed the theories on the problem of the soft environment from the soft power and institutional economics perspective, and meanwhile made a preliminary study about correlation with the soft environment and economic development;The third part, with the actual problem of Wuhan city circle,studies the status of the soft environment, including the achievements and outstanding problems and focuses on the interpretation of the reasons of the problem;The fourth, combination of the major domestic and international situation, introduces the major opportunities and major challenges during the process of optimizing the soft environment on the condition of constructing the "two-oriented society"the Wuhan city circle;Partâ…¤of the article is the core part, mainly from renewing our minds, changing functions of the government, improveing the mechanisms for the marketing, and resources integration, non-governmental organizations,on the basis of these five perspectives,it brings out the ideas and the corresponding responses of optimizing the soft environment;The last part of the study is to extract the main conclusions and innovations, and points out the flaws in order to facilitate improving this research in the future.
