Evaluation Studies On The Role Of Human Capital In Regional Sustainable Development Process

Sustainable development is the direction and the inevitable choice of human society development.Human is the executants of Sustainable development.The formulation, implementation,adjustment and evaluation of sustainable development strategy are dependent on human subjective initiative.Human capital plays an important role in mankind's sustainable development.The paper analyzes the function mechanisms of human capital in sustainable development in theory.Then the paper makes an empirical analysis of human capitals' support function in every province's sustainable development, and gets our conclusion as follows:The paper presents a detail introduction of the emergence,development and research status quo about the theory of sustainable development and human capital,and on this condition,sustainable development and human capital are reviewed.Human beings are the initiator and the victim of unsustainable development,also human ought to play their positive influence on sustainable development.Human beings left effect on sustainable development through their own human capital accumulation to improve the unsustainable patterns of development,promoting economic development,social harmony and ecological good,in order to achieve the comprehensive development of mankind.The paper demonstrated the internal consistency between investment in human capital investment and regional sustainable development,human capital investment and sustainable development are the necessary conditions to achieve comprehensive human development.Then paper presents an analysis of the human capitals' functional mechanism for sustainable development of the three main areas(economic sustainable development and social sustainable development and ecologically sustainable development).According to establish a mathematical economic model,the paper simulate human capitals' influence on sustainable development.The paper analyzes human capitals' influence on economic,social and ecological development,and indicates their interaction and jointly effect in the promotion of sustainable development capability.The paper builds an evaluation system to measure the sustainable development and the stock of human capital of every province.Then the paper test human capitals' influence by dint of correlation analysis and causality tests.The result of empirical analysis showed that there was a significant causal relation between human capital and sustainable development,and human capital is an important support force for human capital accumulation is helpful to promote regional sustainable development.Also the empirical results showed that human capitals' support function in different provinces is varied,and then the paper analyzes how the different aroused.The result showed that the differences of human capital stock and efficiency difference of human capital support function.Based on this result,then the paper implied the corresponding policy implications.At last,based on the theoretical and empirical analysis,the paper discussed three important way of how to improve human capitals' support function.First of all,increase investment in human capital and promote human capital accumulation to improve the stock of human capital.In the second place,improve the operating environment of human capital and result in more effective of human capitals' function.At last,optimize the human capitals' structure to improve the effectiveness of human capital.
