At present, the high technology, which is represented by information technology, biotechnology, new material technology and new energy technology, pushes forward the human society to go into knowledge economy era based on knowledge from post-industrial economy era. With the advent of the knowledge economy, the competition among businesses is becoming more competitive, which has become talent competition from product, technology and management competition. Knowledge-based employees are the source of development and innovation of organization, and the basis of the sustainable development of organization. Knowledge-based workers have become the core resources of enterprise. How to use them effectively and make them show their initiative and creativity, how to improve the loyalty and satisfaction? The key lies in whether or not to establish a scientific and effective knowledge-based employee incentive mechanism.Through some empirical research methods such as literature study and questionnaire survey, the structure dimension of incentive elements of knowledge-based employees is studied by SPSS, which includes six factors that are material wealth, personal development, learning, working autonomy, respect and enterprise culture.Based on the analysis of incentive element structure of knowledge workers, the incentive mechanism is built which consists of material incentive, development incentive, knowledge incentive, work incentive, respect and enterprise culture incentives. The contribution of all incentive elements to incentive effect is discussed. Meanwhile, by the mathematical analysis, the theoretical methods to use the incentive elements reasonably and maximize the incentive effect are obtained on the condition of the same business resources. It provides a fresh way for businesses to motivate knowledge-based workers.How to measure the effectiveness of incentive mechanism is very important, which prevents the incentive mechanism from being built and improving. How to test the effectiveness of incentive mechanism is a problem to be resolved as soon as possible. In this paper, the method of vague mathematics is used and the vague evaluation model of incentive mechanism is established. The effectiveness of incentive mechanism is evaluated vaguely. And it supplies a good method for businesses to test and check whether or not the incentive mechanism is effective.
