Pollutants discharge reduction is the constraint condition in the 11th Five-year Development Program.The distribution of pollutants discharge reduction quantity play an important role in the process of the environment and economics development.In this process of making plan,efficiency was the most often considered principle.So the purpose of distribution of pollutants discharge reduction quantity was to promote the maximization of environmental utility,to promote the sustainable development to economics and environment.Currently,the distribution of pollutants discharge reduction quantity in Qingdao was conducted by the government and it`s puesne government by means of negotioniation and comprise.Data Envelopment Analysis(DEA) is a statistical analysis approach that is commonly used to evaluate the relative efficiency of a number of production division with multiple input indexes and multiple output indexes.In view of these,those 9 district and counties in Qingdao was considered as 9 independent Decision Making Units(DMU), and then the relative efficiency between each DMUs was analyzed in the CCR Model,so as to do the case study of relative efficiency between those districts and counties,and to distribute the quantity of pollutants discharge reduction.A principle was proposed to distuibute the amount of pollutants discharge reduction:First,to reduce the input slacks;Secondly,to reduce the savable part;Thirdly,to strenghthen the reduction in the districts and counties where the scale merit was descending.The amount of pollutants discharge reduction was distributed accordingly. This provides a helpful reference for working out the pllicies and measures in order to achieve the reduction goals.The DEA result demonstrated that the amount meets the challenge and the method is feasible.Analysis shows that:The Total Factor Productivity is rising,although the input slacks and savable part exist.
