Energy-saving reduction is a major initiative to implement the scientific development concept and build a socialist harmonious society. It is the only way to promote economic restructuring and chang the growth mode, which is the inevitable choice to build a resource-saving and environment-friendly society and a necessary requirement to improve people's quality of life to cope with global climate change, safeguarding the long-term interests of the Chinese nation.The project is based on "Central Bay protection, pro-Bay development" strategy of Qingdao. According to the "Eleventh Five-Year" period of "Qingdao Municipal People's Government on the issuance of work on the implementation of a comprehensive energy reduction program notice", the project raises overall strategy for energy-saving reduction in order to achieve million GDP energy consumption fell 22 percent and major pollutants SO2 reduction of 26.32%, COD reduction target of 18%.Data Envelopment Analysis(DEA) is a statistical analysis approach that is commonly used to evaluate the relative efficiency of a number of production division with multiple input indexes and multiple output indexes. In view of these, this paper establish the energy saving and emission reduction index system according to the experience at home and abroad which combined with economic and social development in Qingdao. Those 9 district and counties in Qingdao was considered as 9 independent Decision Making Units(DMU), and then the relative efficiency between each DMUs was analyzed in the Super-efficiency Model, so as to do the case study of relative efficiency between those districts and counties. Finally, it analyses energy efficiency reduction potential of Qingdao City and makes the whole process of energy-saving reduction strategic Strategy. |
