This article first reviewed Penrose's theory and Penrose Effect on the growth of enterprises, then furtherly summed up the related theories on knowledge management. These theories are the main reference of this study's theoretical basis.Then, through the expansion of Penrose's theory of Penrose Effect, this paper established a Penrose Effect Model, which is based on two subordinate systems, driving and inhibiting system. The driving force depends on the quality of enterprise's managers, output of managing services, and the usage efficiency. The inhibiting force consists of those factors which consume the manageing services. This article applies the Penrose Effect Model on the knowledge-based enterprises, and discovers that the knowledge management capability can influence the enterprise's growth through knowledge transfering, knowledge merging, and incentive mechanism. Further, the paper demostrates a force-analysis and reveals the relationship between the Penrose Effect Model and enterprise's growth. The paper proposes the research hyposises with the knowledge management capability as independent variable, and the enterprise's growth as dependent variable.The paper examines the assumptions through empirical analysis with 117 small and medium-sized knowledge-based enterprises as the sample, using multiple linear regression method.Finally, the results validate the use of this article, and the author makes some recommendations for knowledge-based enterprises on how to effectively relieve the Penrose Effect.
