The township enterprises in China have been under rapid development since the reform and opening-up. In the process of township enterprises'development, the local governments which kept pace with times played a very important role. This thesis takes the Yancheng City in Jiangsu as a case study to discuss the role transition of local governments in the process of township enterprises'development, especially in the fields of the human resources management, the allocation of goods and materials and the arrangement of policies.The first chapter discusses the positions and functions of local governments in the process of township enterprises'development in Yancheng from 1984 to 1991. Through the analysis of local governments'operations in human resources, goods and materials and policies, the local governments'dominant position in the development of township enterprises is revealed.The second chapter discusses the positions and functions of local governments in the process of township enterprises'development in Yancheng from 1992 to 1996. Local governments made adjustments on the policy toward developing township enterprises and some transitions in human resources, goods and materials and policies. The changing role of local governments in the transitional process of enterprises'ownership is presented.The third chapter summarized the breakthrough transformation of local governments in the development of township enterprises. The transformation is illustrated by exemplifying the reasons and effective steps which the Local governments initiated to reform township enterprises. The meaning is also pointed out through the field research on the town of Yifeng in Yancheng.
