Research Of The Government Support System For SMEs

SMEs are the most growth potential,innovative and dynamic enterprise groups,accounting for more than 99%of the total number of business groups.In the meantime,they are playing a significant role in promoting economic growth,scientific and technological innovation,increasing financial revenue and absorbing social employment and so on.From this level,the importance of small and medium enterprises becomes increasingly prominent.But in the perspective of a single SME,they are very weak,because a considerable part of the management of SMEs are very extensive,lacking of core competitiveness.What's more,unlike the large enterprises,it becomes more difficult for them to enjoy the same treatment in the use of social resources and production factors,etc.So the government needs to focus on supporting the development of small and medium enterprises.In recent years,the Municipal Party Committee and the municipal government of Dezhou have attached great importance to the development of SMEs.They have made great efforts in creating an excellent environment and huge policy support.In particular,the competent authority of all levels of SMEs has done a lot of effective work in so many ways like firstly focusing on solving the current difficulties in the development of SMEs and highlighting the problem as the focus,secondly treating "strengthen service innovation,improve business environment" as the theme,thirdly considering "enhance the overall quality of the enterprises" as the foothold,and finally promoting the expansion of quantity an quality,improving the quality of the entrepreneurs and enhancing the public service capacity of SMEs.From the data of the SME Bureau of Dezhou,by the end of 2016,the number of SMEs has reached to 60,000,employing 1.1 million people.The operating income has achieved 135 billion yuan with an increase of 6%,meanwhile the added value is 250 billion yuan with an increase of 8%,the investment in fixed assets has completed 21.1 billion yuan with an increase of 15%.And the tax has measured up to 14.5 billion yuan with an increase of 9%;besides,the SMEs which are above designated sizes have reached to 3150,with an added value increased by 9%.This paper,combined with the actual situation of the development of SMEs of Dezhou,adopts the literature reference,field visits,system analysis,etc.,to carry out in-depth study on the government's support to SMEs,deeply analyze the weakness and development problems of SMEs.In conclusion,around the construction of a goverment support system of SMEs,hopefully it will help the goverment to support the development SMEs by providing improvement opinions and suggestions on building a government support system.The paper is divided into six parts.Part ? is an introduction,Part ? is concept definition and theoretical basis,Part ? is the construction of the Government Supporting System for SMEs,Part ? is the application of the Government Supporting System for SMEs(taking Dezhou City as an example),Part ? is the guarantee for implementation of the Government Supporting System for SMEs,and Part ? is the conclusion and prospect.Among them,Parts ?,? and ? are the focus of the paper.
