Berths Scheduling (distribution) is a very important aspect in the course of the import and export container operations in the port. Before the arrival of the ship, good rational allocation of berths for them, can not only enhance the efficiency of port operations, lead to higher economic interests, but also greatly enhance the utilization of the port resources. At this stage, a number of scheduling algorithms have been proposed by many scholars. However, these algorithms are added too many assumption restrictions and abstracts. So the algorithms can not fully reflect the customary appearances of the original scheduling problems, can not conducive to express the applications of the actual operation systems in the port berths. For a long time, the scheduling work in the port berths have been completed by specialized staff in the experience. It requires very heavy workload and strongly professional. After enter the world, proposing a reasonable method, completing the scheduling work used the computer technology have become very necessary, while the shipping tasks becoming heavier and heavier.This paper proposes a new scheduling method, according to the actual situation of the port berths scheduling, on the basis of fully research in the Qingdao Qianwan port, in order to improve the exciting algorithms. The method links closely with the practical problems of the port berths scheduling. The method makes full use of computers' high-speed, the massive computing power and the sensitive to the graphic processing capability of people. This method is conducive to intelligent compute of computers, and reduces human intervention in berth scheduling. It achieves a better effect of human-computers. Based on the actual data of the berth scheduling problem in Qingdao Qianwan Port, this paper analyses the method and proves the effectiveness of it by example. The design and actualized project of the scheduling system, which was given in this paper, has been supported and recognized by the staff in Qingdao Qianwan Port. I believe there will be a better practical value.In addition, this paper applies the Petri net modeling technology, establishes the corresponding Petri net models, which of the whole port operating system, the ship entering and leaving systems and discharge system, according to the parallel and other dynamic features of the port operations. This paper also analyzes and verifies some important features.
